I don't know, if it doesn't cost a lot it's probably worth it, AFAIK STK500 is the official programmer. I saw the specs saying it can clock a chip, hopefully it can do that for the attiny13a. It seems dumb, but I believe the attiny13a immediately quits using the internal clock when you program it with this configuration. Before it's done programming. So you need to give it a clock signal. Here's a crazy idea, add 8K WRAM (6000-7FFF) to the game and put your code there. Now you don't have any worry to whether your code is conflicting with the game's code. Since you're only adding one one (used) bank, if it's any easier (depending on how it's already set up I guess), it's also possible to do bus conflict safe write without a table, like this:

PowerMappers says it has partial iNES 2.0 header support. That's where I would look next, maybe there could be invalid data in the headers of your ROMs, and the original PowerPak mappers aren't checking those bits. Hopefully it's as simple as that. Why are those frequencies an octave higher than the ones on nesdev wiki? Probably the lookup table is more trustworthy than the comments. There's the conversion lookup table from my old 2A03 emulator. The SPC has more choices for low frequencies, while the NES has more choices for high frequencies. I think NROM and CNROM games would be portable to FDS, it's not necessarily easy though because it would have to be completely reassembled to work at different addresses.
