Ocean Software is UK. They made Clayfighter, Dennis the Menace, Addams Family Pugsley's Scavenger Hunt, Jurassic Park, Mr. Nutz, Super James Pond, Flintstones, Worms (and some other games)

I believe that Star Fox could have run at 30 fps if it used the (twice as fast) GSU2 chip (that Doom used) instead of the GSU1. One option nobody mentioned. Color math at the horizon to blur the far areas. Besides aesthetics, this would also slightly reduce the amount of tilemap visible, making it easier to do a split like this.
