Hey Guys,
I looked over at Romhacking.net but I was unable to find an IPS for balck blass 2j to translate it to english. Is there such a patch around or am I looking in vein?

From what I've seen those TSOP flash adapters do fit inside the cartridge shell without any changes. Technically you don't even need the little adapter, you could wire the TSOP flash chip by hand to the cartridge ROM socket. But working with and programming TSOP chips isn't that easy. It would be possible in theory to mapper-hack NWC to run on a less-rare board, but the automatic switching among games would need a lot more programming work than the Forbidden Four.
