Finally had some time to finish this project up and thought I'd post my results. It works perfectly. I used the TSOP 40 to 36 dip adapter and the pinouts line up perfectly. You can leave the top 4 pins disconnected on the pcb. All I had to do was mirror the image on the flash chip and it worked perf...

My first attempt failed, so just want to get some more feedback before making a second run. Absolutely correct. My Setup is not making use of the sync line, although there is a sync available to draw from if one wanted to do a true RBG.

Answered my own question.

220uf 6.3v caps on the Red and Blue lines . . . . doh!
