The clock is not "slower", The clock does less. It takes 50hz to complete a second (ish), while NTSC takes 60hz to complete a second(ish). So the VBlank call is going to fire at 5/6th of what it thinks it is suppose to fire at, which would make it appear faster. PAL to NTSC works in the o...

Offhand, I don't know of a solution for the SNES, but for Game Boy games the InterAct Mega Memory Card should do the trick. It allows you to back up and restore saves from GB games. I had one "back in the day" and I know I used it successfully with all of the games in my meager collection ...

I don't have that exact capture device, but I have a similar one that also does not work with the NES video signal. I put it down to the capture device not supporting 240p signals and/or not supporting the ~30.051 fps output (as opposed to the conventional NTSC standard 29.97 fps).
