Look here, I've already used the same flip-flop chip:
viewtopic.php?t=21877&hilit=multirom
If you want to use it like 2in1 Hi-LoRom (2x16Mbit), just delate connection between pin 9 (flip-flop) and A19 (pin 42 of EPROM).

Use this schematic,
For 2in1 , connect only one wire of flip-flop chip (pin9 or pin5) to 27c801 pin1 (A19).
Have a great new year !

First of all try to see if your eprom work without Multirom chip.
If not , so problem have to be something else.
