In my experience:
480i content on CRT SDTVs can range anywhere from "I don't notice" - especially live TV - to "incredibly obnoxious" - such as Crono Cross's menus.
However, as an entirely unrelated phenomenon, on certain devices (such as the NTSC VIC-20 and SNES), if "interlaced" is turned on, the exact same image is drawn on both even and odd fields. This visibly jitters on any glass that's big enough that you could ever see the scanlines on progressive content.
