Though I'm not in favour of this option, Famitracker can be set to 30hz. From the menu: Tracker > Engine Speed > Custom.

However, cutting your macros to half speed has a pretty strong effect on the sounds you can make.

Playback CPU usage will spike at rows and patterns, which occur at the same rate whether you're updating the playback at 30hz or 60hz. The main difference would be saving the "light" in-between frames that are just updating macros, at the expense of making those macros more coarse.
