You can do this in GNU Image Manipulation Program (GIMP).
- Open the image
- Colors > Map > Rearrange Colormap
- Drag the colors into place
- File > Export

Thanks , but this option is locked
Re: How to change colors's order in .BMP
Are you sure the image is indexed and not true-color?
Re: How to change colors's order in .BMP
In GIMP, do Image > Mode > Indexed...

Hi,
Thank you everybody it works, with GIMP I can take a "256 color image" with 16 colors used and transform it into an "indexed 16 color image"
On the other hand TLP disturbs me the pixels, (they remove certain pixels on the pattern, merge certain neighboring pixels)

I just noticed in fact TLP is working with an 8bit .bmp with 256 index, I'm going back to tinkering
edit :
make a 8bit BMP and put your 16 colors index in 16 first index and it's good

Usenti allows to do that with a Paint like user interface.
Windows only though: https://www.coranac.com/projects/usenti/
