Serial Cable and Bootloader pages on Wiki

I'm slowly putting up pages about the serial cable and bootloader. Please leave them be until I signal that I've got it all ready to start discussing. At that point we can scrutinize the design and refine/simplify it.

It appears that the domain used to host the example implementations have gone down. The Wayback machine has captures for both of these, thankfully:

The above links could be used in place of the original ones, or the files themselves could be hosted as attachments here for better safekeeping. The bootloader page needs to be updated with new links either way.
