I never seen the bottom (slave) slot to be populated with connector. It shorts MASTER.45 to ground and uses MASTER.46 as detection of cartridge present in master slot
DIP14 chip clearly should be populated with 4x tri-state buffer, just like 74x126 (high state enables each buffer) but its pinout does not match 74126.
Any idea what chip should be there?
I checked every chip in the Eagle library with DIL14 package and haven't found anything with inputs=2,4,5,6,8,10,12,13 and tristate=1,3,9,11, so either this is mistake in design or some custom chip? (which I doubt because if it were custom one, there would be no need to wire four identical chip enables)

CD4016, not a proper buffer at all.
