Such an interesting fact - SD Gundam Gachapon Senshi 2: Capsule Senki on the TK1ROM pcb board.
I have a few of them as a "donor" MMC3/TKROM and this is the first time I've encountered this revision.
Why is 74xx32 used in it?

28pin EPROMs (27512/27256/2732) or 32pin EPROMS/MASKROMS (27010, 27020, 27040, 27080) have two chip enable pins (/CE and /OE) and usually
/CE = PPU A13 and /OE = PPU /RD
28pin MASK ROMS, like in your cartridge, have only one chip-enable pin (pin20 = /CE)
But it can be enabled only if PPU A13 = '0' an PPU /RD = '0' so they are or-ed together and result is fed into MASK ROM pin 20.
