Punch-Out pirate with a cob mapper, this copy isn't mine so i only have this photo of the pcb, is the first time i see one like this.

I initially thought it might be JyCompany mapper as it has ability to mimic MMC2 or some conversion to MMC3 but the IRQ line is left unconnected so I guess not.
//irq.png There are many MMC1 games ported to MMC3 (which originally do not use IRQs of course) and on these boards, IRQ line is wired to the blob becauese the PCB was meant to be universal for any MMC3 game, for example - Robocop3 MMC3:
//robocop3_mmc3_pcb.jpg I tried to do "educated guesses" by anticiping layout or hidden traces on top and bottom layers and they seem to pretty much match MMC2 pinout, so I guess epoxy blob=MMC2.
