Ohhh yes you can. Actually, programming the CPLD or FPGA can be done exactly the same as wiring up the logic chips. The program has a schematic mode, you can literally drag and drop the gates and connect the inputs and outputs with wires. For example, this is what it looks like when you are programming:

H, C, P, F: Those are pins of the chip that you can select. It is all very easy and good to get started that way.

Here is a good one to try out, it is cheap and it uses the free Quartus software from Intel/Altera:
