It seems like this may be possible through address remapping, but I haven't found anything that shows or explains how.
I've successfully made a few LOROM dev carts, I'm now looking to make a HIROM cart. I need to use 2x27c801 eproms so I figure if I can use a dual maskrom LOROM board then its a bit less work then using a single maskrom HIROM board and wiring in 2x27c801 eproms to a single maskrom socket + a *39 address mapper.
Any help or suggestion would be greatly appreciated.

I have converted Lo rom boards into HI rom just by cutting some paths int the board and reconnecting them to another locations, see romlab to get the idea.
I am currently working on a PCB design to use with 4 27c801 or 2 29F032 hi/lo rom with a lot of switches to control if there is normal pinout or bankswitched, if it is 1 memory or 2, .if they are hi or lo rom, etc. just to have it connected to a single lo rom PCB and it will act as a test board in any case scenario.
