NES label size in GIMP

Hello. I've just created a prototype label for nes cartridges. The problem is: I can't find the perfect size for the whole thing.... atleast for GIMP. Does anyone know the right size (Either width, height or both since one would change the other) for the labels? Thank You.

A random pak I have here has a label that is 55mm wide by 98mm high, of which 91mm are on the front and the remaining 7mm are the top.

Can GIMP open Photoshop files? I have CS5.5

I also have a self-measured-and-designed NES label template, if you need it.

The label tepples linked is a png file. Any editor can open it.
