One idea is to use a distro like Mint, Puppy or Slax to make a Live CD with all the tools, examples and documentation ready to go. Something similar was done for the Jaguar ages ago.
As a raw beginner in C it's very hard for me to cobble together the toolchain. Also, I'm mostly stuck on Windows machines. An SNES dev Live CD would go a long way towards solving both of those problems.
