PAL versus NTSC, how to handle mode ?

Hello,
I have a few question to add some features to PVSneslib.
1) Do we have a way to manage PAL/NTSC rom except patching the header ?
I know that STAT78 and SETINI registers can do some features (like 50hz detection and 238 lines mode) but don't know if it is enough.
2) Is there any difference between NTSC J and NTSC USA mode ?

For #2: no, there is no difference that I know of.
