NEW china pirate game 7in1: Gives video glitches everywhere

Hi my famicom is working fine with a china copy game from the 90s. no problem at all with that game
But today i bought a brand new china copy game 7in1 cart. It is brand new and when i try to use it on my famicom the screen is full of glitches everywhere, i cant even read the letters.

I read some tutorial where some new pirate copy have issues with the consoles that are not clone, is this correct?
then i found a diagram that explains to lift the OE pin and then bridge it with pin17 of the cart. like this

but i got two : 29F800BA-70 chips in my new china pirate game 7in1:

i think the chip and schematics can be seen on this datasheet

So on the PDF the OE is pin#14 at the bottom of the chip, and i need to lift it, and bridge it to pin#17 CHR

im i right?

What about the chip on the left? something needs to be changed there too?

Chinese bootleg games are known for having issues.
