"missing" pixels on non-NES/SNES ?

Do any older (240p-only) consoles also have the NES/SNES's missing pixel?

I ask because my computer monitors require that the horizontal sync period be perfectly constant. So the NES/SNES requires extra clock futzery, but if I could "just" have to deal with converting the signal to RGBHV that'd be nice.

Most consoles of the era have pretty consistent video output from frame to frame.
