That pinout is one of the 16-bit JEDEC standard pinouts, e.g. the 44-pin SOP MX29F800. (Specifically, "JEDEC 21-C figure 3.2.2-8, 512K to 2M by 16 ROM in DIP and SO-G")

They may have used a shrink package, similar to the GBA maskrom or the MMC1 on the NES. Would be hard to find a replacement for that.

You might be better off with a surface-mount adapter to convert it to a TSOP chip or similar.
