Does the mod let you output both RGB and composite at the same time.
The RGB would be going to the TV and the composite/s-video would be going to a video capture device.

Yes, it's possible. Case in point: The Famicom Titler has the same RGB PPU as the PlayChoice 10, followed by an encoder to post-process the signal into composite. If you tap the output pins and solder them into the typical amp circuit, you get RGB and composite at the same time.
As for the NESRGB mod in particular: The wiring diagram shows how it makes Y (S-Video luma and sync), C (S-Video chroma), and V (composite video) available on separate pins from R, G, and B.

Somewhat-relatedly, frontloader NES outputs just fine simultaneously on its composite and RF.

On my NES, I opened the RF box and disabled the composite output. I snaked a coax cable to the composite output jack and wired it to the composite output of the NESRGB board so the NES can, for all intents and purposes, work "like normal" *.
*the composite is encoded from RGB and not the original 2C02 composite.

Yes it is Possible, mine has it.
I have two types of Multi out's, one is a snes type and the other one is a Wii type.
The snes style can output composite/svideo/RGB scart
The Wii type does only Component
The Rf Box still works, you can still choose your channel 3 or 4, and also the original composite yellow and red on the side of system still works.
Technically I can output to 4 TV's at the same time, I haven't tested it myself, but I'm pretty sure it is possible.
