Coping games to PC with FDSloadr?

I can't try it out now, but would I be correct in assuming that the way to copy the contents of an FDS disk to a PC via fdsloadr would be to:
1)get a blank FDS disk file
2) copy the contents of your game into that blank disk file using fdsloadr and a tool like DiskHack
I would try it out myself but I am nowhere near my FDS
