Beat patch system / BPS file format documentaton?

Does anyone know where to find documentation on the BPS file format?

byuu's official page doesn't have anything for download, not the executable, not the source, and no format documentation.

RHDN has a mirror of an old version, but just the executable, no source.

Floating IPS is another utility that can build BPS files, with source code, but no format documentation.

RomPatcher.js also implements BPS patching, again with source but no format documentation.
