In the Begining

I am interested in knowing which software i should use while writing / editing code as well as what i should do to test the ROM other than burning a chip to try out on NES hardware - Which emulator is the best for this purpose. It appears that certain programs have various Pro's and con's and i would like to see what the expert concensus is here before i start with something.
