What tools besides GEMS did Sega provide for Genesis/Megadrive music?

What tools besides GEMS did Sega provide for Genesis/Megadrive music?

Let's say I'm a developer and purchased a Genesis dev kit early in it's life. What tools(pre GEMS) would Sega provide for music development? Would I be stuck looking at the documentation and create my own tools or did Sega provide a dedicated tool to create music? Thanks for any response.

It appears that pre-GEMS you would get a badly translated datasheet from Sega of America/Europe, as that was all Sega of Japan gave them, and so they made GEMS. Sega of Japan may have been sharing SMPS or whatever its real name was with local third parties, I don't remember if there's clear evidence.
