Are there any pixel editors that allow for ratios that aren't 1:1?
Asperite supports wide (2:1) and tall (1:2).
Deluxe Paint (which doesn't have very good Windows support) has a 5:6 option.
I haven't found any editors that support the 9:8 ratio of NES display.

Or you can use GIMP, turn off "Dot for Dot" in the View menu, and set the image's resolution to 63x72 dots per inch in Print Size.

Action 52's graphics were drawn for a 320x200 4:3 screen, then were presented on a 256x240 4:3 screen. So the player from Ooze is all fat and squashed. So getting the correct aspect ratio in your paint tool is not unimportant.

You may also try Graphx2, which is more a less a spiritual successor to DP (or more appropriately, Brilliance).
Last I checked, it doesn't have 5:6 pixels though, but it has 3:4, which is a bit closer, and may make you feel more comfortable.

Here's a patch to add a 5:4 PAR mode to GrafX2. You could try to base a 9:8 mode off that.

In Pro Motion NG you can set pixel size, in this case it will draw each pixel 9 by 8, so you can then zoom the image out to see it better. When you save you can save it using 1:1 pixels ( for conversion ) or as you see it for previewing in other tools.

In a ‘pinch’ you could use the width and height adjustments on your monitor. Draw a square in any graphics program and physically measure it to find the correct adjustments. Then proceed with all measurements/scaling using a calculator.
