$3000-$3EFF is mapped to $2000-$2EFF.
Does this mapping occur before the signal reaches the MMC3? Would it be possible to trigger an IRQ by accessing $2xxx/$3xxx?

Yes, I believe it would. Since it toggles CHR-A12. But I don't know for sure, I haven't tried that.
