Putting Ntsc game on pal cart questions

Ok, Lets say i have a ntsc rom like earthbound or super mario rpg, if i ran snes tool and used Pal fix Then put it on a pal cart would it work?

There is no way to know until you try, they probebly will but the speed won't be adjusted.

Since Super Mario RPG uses the SA-1 chip, you'd have to hack up a Super Mario RPG cart in order to play it, which kinda defeats the purpose.

yeah super mario rpg was just an example i mainly want to do earthbound
