electrical eprom erase

i bought these eproms that dont have a window and according to the seller, they can be erased electronically with a programmer. i have a willem, and the program does have a erase option, but i cant get it to erase. has anyone been able to do this? i think i have the jumpers set correctly, but i get a message like "data erase false"

EPROMs with no window are OTP, One Time Programmable. But if they are actually EEPROMs or FlashROMs then they can be electrically reprogrammed. What are the part number markings on the chip? That way you or I could look them up and see if they are EPROM OTP or EEPROM, or Flash.

yea, that is what i thought, eproms should have a window. here is what i bought:

According to a google seach of the data sheet, the W27C020 is EEPROM, but does the Willem burner fully support that chip? It said 12V program voltage and 14V erase voltage in the chip datasheet.
