Are CIC's universal?

(My first post here after lurking a while)
I have a good couple of copiers coming from hong kong. All with NTSC CIC's.
Can I take the CIC from a PAL cart and just remove the current one on the copier to make it work natively on the PAL snes?
I know that PAL does not play in 60hz and whatnot I just want the people buying them from me to be able to use them right of the bat.
Very thankful for any information.

Yes, that will work. Often the CIC chip on the copier is socketted just for this purpose. (The game doctors also have spots on the board to jumper it so the CIC signals are taken from the external catridge instead.)

ooh, nice. Although that would make it abit difficult if you wanted to dump a game at the same time...
Its time to stock up on old sportsgames.

While that's true unless you have prototype games there is no reason to dump any games anymore since I'm pretty sure everything that was released to retail has been dumped by now.

If you want to be pedantically legal (like in a business), you have to dump all games that you play in an emulator because owning a lawfully made Game Pak doesn't entitle you to download another copy. You have to make that copy yourself.

That's true but in practice few people are all that likely to do it though there certainly are some that do. I have dumped some of my SNES carts before.
