Does anyone know mapper for Xing Ji Zheng Ba (China) (Unl)?

I can't figure out the correct ines header setting for this monster.
The initial setting says it has PRG-ROM of 512k with no CHR-ROM, and uses mapper 178, but it is not working and looks little arkward.
Does anyone has an info about this rom?
