How to Calculate Values of an NES Palette?

Hi,

Sorry if this sounds like a repeat question, but, is there any proper way to calculate the values of the NES palette so that I won't have to ask you all this again?

I would like to know how to decode NES palette values using the same method as for decoding the colors of a Commodore 64:
