The 10K resistor on the signal generator is a variable/adjustable resistor, like that :

The 10µF capacitor pins should be closer together

Or you can use a counter like the 4029 so you can get 60Hz, 30Hz, 15Hz or 7,5Hz (NTSC)

Sorry to necrobump this old thread, but can someone please point me the pinout of the UM6582?
I have a dead epoxy joystick that I would like to fix and I just got one of these ICs.
I think FARID had already shared this information, but unfortunatelly the image's links are broken.
