Quick NSFe format questions

I've been working on extending my embedded NSF player and would just like to have a point or two regarding the NSFe format clarified:

1. What is the character set used by the format. UTF-8? Latin-1? Whatever the ripper's locale happened to be?

2. How do I handle the playback and fade-out times for dual PAL/NTSC tracks. Should I assume the time-outs are NTSC-based and estimate the equivalent number of PAL frames?

3. What's my best bet at a NSF and/or NSFe corpus. Is anyone attempting to maintain a definite collection?
