Dumb reproduction question

I saw some controversy around making repros to sell on the forums, so just to warn: I am NOT going to sell those repros i make.

I want to make a common cart out of the BS F-ZERO Grand Prix 2 ROM, will it work? If it won't, is there any way to make it run?
I can't think of something cool to put here.

Does it run on SNES PowerPak or Super EverDrive?

I don't know, but probably not, as these Powerpaks are emulators,(At least the NES ones) and probably don't have the mappers for broadcast. But i thought with a right chip it could work on SNES.
I can't think of something cool to put here.
