Graphics Program
What program would you recommend that can create bitmap files or whatever of tilesets with the same limitations, palette, etc. as the NES has? I'm wanting to keep my game faithful to the limits of the NES since it's in that format.

I use GIMP to make tilesets in indexed mode with four colors.
