NES vs SNES #4 - BG-Sprite Render Disable?

There is a thing that I may not emulate, BG and Sprites in NES can be Disabled or Enabled, But SNES has None, except FadeScreen,

Is it possible to emulate while setting Fade to 0, as well as set the Fblank or something? I Dunno if both are true... There is no BG or Sprite Flags as far as I tell!

I guess you use the force blank bit if you want to read and write VRAM outside vblank. I guess you use the clip window if you want to hide individual background layers.
