Is it 2D mode sprite scaling and rotation? If so, that has been emulated since 2002 in any GBA emulator. Or is it polygon-texture scaling and rotation?

Yes, if it is some things already exist in GBA emulators it can be used. I do not mean you have to emulate everything at first; some things can be partially and then in future to improvement. You may not need exactly the audio samples it uses; it could be external file so that you can use a General MIDI soundfont or another file and the speech synthesis you could also make up a different one or not implemented it at all. Regardless of what it is, improvement can be made later on.

Maybe they should also publish Puchicon for Nintendo Wii as well (using USB keyboard) with as much of compatible as possible so that the same program run on Wii, DS, or open-source on PC, even if not exactly the same way each one; also possible each may have features which is not capable on the others.
